The project “Black Sea E-mobility”  is implemented in partnership with six municipalities Kavarna, Byala, Dulgopol, Dolni Chiflik, Nessebar and Primorsko, located on the Black Sea coast. The Union of Bulgarian Black Sea Local Authorities (UBBSLA) and the Norwegian research and innovation company Smart Innovation Norway AS will support the municipalities with expertise to achieve the project results.

The pilot municipalities have been purposefully selected in view of their administrative scope and tourist potential. On their territory, in recent years there has been an exceptional increase in the traffic flow of foreigner tourists who visit both our Black Sea coast and travel transit to Türkiye and Greece.

KAVARNA MUNICIPALITY

Short information:

Kavarna Municipality is located on a rocky coast in the northern part of the Bulgarian Black Sea coast. The municipality is part of the Dobrich region and is located 49 km from the regional city, and 63 km to the northeast is the city of Varna. The total territory of Kavarna municipality is 483,000 decares. It includes 21 settlements. The beautiful coast of Kavarna stretches for 42 km, and the total area of beaches in the municipality is 74,000 sq. m. One of the symbols of the city is Cape Chirakman. To the north of Kavarna is one of the most beautiful sea capes, which is also the easternmost point of the European Union – Cape Kaliakra. The unique natural features of the area and the area of Yailata attract many tourists who like the diversity of the seascape.

Role in the project:

Municipality of Kavarna, as a beneficiary, is responsible for the overall coordination, management and ensuring quality implementation of the project. It also has a leading role in the project’s publicity activities. Municipal officials will participate in joint on-site training and a study visit to Norway to increase their capacity on the development and implementation of climate change mitigation and adaptation measures in the field of transport. The municipality will prepare the whole set of documents for installation of a pilot charging station for electric cars on the territory of Kavarna, which will be powered by a solar panel, as well as Call for tender for purchasing an electric car that will be used to provide municipal services in the field of social and youth activities, sports, etc.

Short information:

The municipality of Byala is located in the central part of the Bulgarian Black Sea coast. To the north and northwest it borders the municipality of Dolni Chiflik /Varna region/ and to the south and southwest with the municipality of Nessebar /Burgas region/. Its territory is 162 km2. Nationally, they cover 0.15% of the territory and 0.04% of the country’s population. The coastline of the municipality is characterized by a combination of rocky coast, small bays, beaches with sand dunes. The coast is steep and indented, which leads to a severe limitation of the beach potential, but on the other hand it gives it an attractiveness, which is a valuable resort resource.

Role in the project:

Byala Municipality will participate in the implementation and promotion of the project and the results achieved. Short information:

The municipality is located in the southwestern part of the Varna region. It covers nearly 487 sq km, which includes the Kamchi valley, Longosa, the northern slopes of the Kamchi Balkan and the Black Sea coastline with the adjacent ú shelf. Sheltered away from major sources of pollution, the municipality of Dolni chiflik is an ecological oasis: clean air, clean soil, clean water and comfort, protected from machine and technological noises.

Short information:

The municipality is located in the southwestern part of Varna region. With its area of 440,945 km2, it occupies the 5th place among the 12 municipalities of the district, which constitutes 11.52% of the territory of the district. On the right bank of the Tsonevo dam, southwest of the village of Asparuhovo, there is the natural phenomenon “The Wonderful Rocks”, which are the largest tourist site of the Dulgopol municipality.

Short information:

The municipality of Nessebar occupies the northernmost part of the Black Sea coast of the Burgas region. The significant coastal strip and its diverse character create favorable conditions for the development of tourism, which is a leading branch of the economy. They turn the municipality of Nessebar into the largest tourist agglomeration on the Bulgarian Black Sea coast. The beach resources of the municipality of Nessebar are one of the largest on the Bulgarian Black Sea coast and amount to 1,517 decares with a total capacity of 139,450 beach places. Due to its unique historical flavor, in 1983 the city of Nessebar was included in the list of World Cultural Heritage under the UNESCO.

The municipality of Primorsko is the first municipality – a child of democracy in the Burgas region, voluntarily established in 1997 by the will of the people of the town of Primorsko, the village of Pismenovo, the village of Yasna Polyana and the village of Novo Panicharevo. It is located 50 km south of the city of Burgas. A coastal panoramic road connects the city with all Black Sea settlements – Kiten, Duni, Sozopol, Burgas, Nessebar, Varna, etc. The relief of Primorsko is unique with its diversity and beauty. The two spacious beaches with clean and fine sand are surrounded by picturesque dunes. Tourism and its service sector are the most dynamically developed in the city’s economy. Primorsko has a variety of natural resources. Conditions are offered for various types of tourism – not only recreational, but also cultural, fishing, hunting, sports, ecotourism, etc. Every year Primorsko is visited by millions of foreign and Bulgarian tourists. It is located in a crescent-shaped bay dotted with the cleanest, longest and largest beaches and dunes of the Bulgarian Black Sea.

 Union of Bulgarian Black Sea Local Authorities (UBBSLA)

Short information:

UBBSLA is a non-governmental, voluntary, self-governing non-profit organization, established in 1992. Currently, the Association unites 20 municipalities from the Bulgarian Black Sea coast, located in three administrative regions – Burgas, Varna and Dobrich. It works in the field of local self-government, energy efficiency, tourism, culture, transport, environmental protection and sustainable development. The association organizes the efforts of its member municipalities to solve problems common to the Black Sea region.

Role in the project:

UBBSLA experts will participate in the survey of good practices from Norway, Iceland and Liechtenstein in the field of adaptation to climate change at the local level to increase institutional capacity in partner municipalities and public commitment to climate change. UBBSLA will promote the achievements of the project among the other member-municipalities, as well as among its colleagues and partners from the National Association of Municipalities in Bulgaria, the National Association of Energy Agencies in Bulgaria and Municipal Network for Energy Efficiency Eco Energy. UBBSLA will lead the implementation of training seminars for municipal employees with the aim of improving the administrative and expert capacity of employees in the partner municipalities. UBBSLA will develop the Municipal Plans for reducing greenhouse gas emissions and adaptation to climate change for all 6 municipalities, partners in the project.

SIN is involved in over 100 smart city innovation projects to achieve local, national and international (EU) climate goals, create economic growth and increase the well-being of the population.

Role in the project:

Organization and conduction of a study visit to Halden, Norway for Bulgarian delegation (12 municipal officials of partner municipalities). The  aim of the working visit is to familiarize the municipal officers with established current ecological and innovative practices in settlements in Norway, achieved benefits and results of applied concrete measures for mitigation and adaptation to climate change in the field of transport at the local level.
